Digital transformation is a top-tier national priority identified in the Feuille de Route Togo 2025 and the EU Multiannual Indicative Programme. The government has implemented an ambitious digital-reform agenda including e-ID systems, e-customs, digital tax services, electronic civil registry and online government platforms. Lomé is emerging as a digital hub hosting fintech firms, logistics-tech companies, digital-payment startups and software developers. The national fiber backbone continues to expand, and mobile penetration exceeds 80%. Togo aims to become a regional leader in e-government, cybersecurity, digital finance and digital-services outsourcing. 

Economic Contribution 
The ICT sector contributes 3 to 4% of GDP, driven by rising mobile connectivity and growing demand for digital services. Mobile-money transactions amount to several trillion CFA francs annually and support financial inclusion. Digital platforms provide thousands of jobs in telecommunications, fintech, software development, logistics and multimedia services. Digital transformation enhances competitiveness across sectors such as agriculture, transport, healthcare and public administration. 

Outlook 
Togo intends to develop a full-fledged digital ecosystem by expanding the national data center, enhancing cybersecurity governance, deploying 4G and 5G networks and supporting digital entrepreneurship. Opportunities in BPO, call centers, digital design, cloud hosting and software outsourcing are expanding. The modernization of tax, customs and administrative systems will improve efficiency and transparency. Digital agriculture, telemedicine and e-education solutions will support social and economic modernization.
